During an event on Wednesday morning, First Assistant District Attorney Robert Listenbee said Muhyyee-ud-din Abdul-Rahman, 18, of West Philadelphia, not only had bomb-making materials, that were found in the trash at his home, he had tested bombs in the woods behind his home and had likely considered an attack on Philly’s LGBTQ community.

Back in August of last year, Abdul-Rahman was arrested and charged in an ongoing terrorism investigation following an FBI raid at a home along Woodbine Avenue.

But, on Wednesday, Listenbee said, Abdul-Rahman had not only made bombs, but he had considered placing bombs in trashcans along the route of last year’s Philadelphia Pride March and intended to move to Syria in the hopes of becoming a bomb-maker for a terrorist group.

“The defendant, who had a scholarship to attend college as a wrestler, decided that he wanted to become a bomb-maker,” said Listenbee. “He wanted to leave America and go to Syria an join a terrorist group. He developed bombs in his home and tested those bombs twelve to twenty times in his back yard and in the woods nearby.”

He is also accused of communicating with Khatiba al-Tawhid wal-Jihad, or KTJ — a global terrorist group that is affiliated with Al-Qaeda.

In detailing how far Abdul-Rahman was willing to go to achieve his goals, Listenbee said that he was ready to throw away everything in order to become a bomb-maker for KTJ.

“He was ready to leave his family, his friends, his school and his wrestling team. He had no intention of going to college in the United States,” said Listenbee.

He had obtained his passport, Listenbee said, and at the time of his arrest, he was found in possession of tactical gear, uniforms, radios, knives, and other military items that he intended to bring to Syria.

Also seized at that time, Listenbee said, were two phones, and on them, he claims officials discovered “frightening searches” including focused searches on the Philadelphia Pride March.

Listenbee said that these searches included the location and schedule of the parade, along with information about making “trashcan bombs” and the locations of trashcans along the route of the parade.

“He was at least considering targeting the LGBT community and the pride parade,” Listenbee said. “That did not happen, but, at least, it was important as far as we were concerned that we acknowledge that that was one of the intense searches that occurred.”

In an interview with law enforcement officials, Listenbee said Abdul-Rahman was upset about homosexuality and how it was “pressed upon children in the United States.”

Along with these searches, Listenbee said officials found searches for nuclear power station locations across the region, army-navy football games and the parade, along with details about Fort Bragg and the Pentagon, as well as 40 other military bases and entities.

Yesterday, Listenbee said a judge ruled that Abdul-Rahman would not be amenable to treatment in the juvenile justice system and he will instead be charged as an adult.

He has been in custody since his arrest last year and his bail has been set at $5 million.

Listenbee said that, at this time, no one else in the home Abdul-Rahman lived in with his family, are alleged to have been a part of — and were likely not aware of — the alleged activities that led to these charges.

He has been charged with weapons of mass destruction, criminal conspiracy, arson and related offenses.

Officials said Abdul-Rahman has not entered a plea.

NBC10 reached out to his family to see if he had an attorney but was unable to reach them for comment.

Officers were called to the 6100 block of Vine Street just before 4 p.m. on Sept. 4 for reports of a person with a gun, police said.

When police arrived to the scene, they found a man in his early thirties who had suffered a gunshot wound to the left arm, officials said. Officers took him to a nearby hospital where he was placed in critical condition.

The scene is being held as officials investigate. No arrests have been made and no weapon was recovered.

The wreck left at least two cars on the sidewalk — one partially into the front porch of a home — on the 400 block of Horton Street, near Vine Street, on Sept. 3, 2024.

The incident began just before 5:15 a.m. at South 67th Street and Woodland Avenue in Southwest Philadelphia.

Jusu Duray told NBC10 he was returning home from working an overnight shift and driving his 2017 Nissan Sentra when three men approached his vehicle, one on the driver side and the two others on the passenger side.

The suspects, at least one of whom was armed, told Duray to get out of the vehicle and stole his cellphone, investigators said.

“I just do whatever they told me. That’s what I did,” Duray said. “They pointed a gun at me and said I should leave the car and I left the car.”

Duray then used a neighbor’s phone to call police. Responding officers spotted the stolen Sentra turning right onto 68th Street from Woodland Avenue before disappearing, police said.

A short time later, an officer spotted a sedan matching the description of the stolen vehicle in the area of Cobbs Creek Parkway and Cedar Avenue — about 3 miles away — and began to pursue the car, police investigators said.

The chase continued for another mile or so before it ended on Horton Street, where the car thief struck another car and was wedged between that car and the porch of a vacant home.

“Shortly after the car hits the building, the air bags deployed,” Philadelphia Police Capt. Andrew DiSanto said.

An officer saw at least one man running away along an alley, investigators said. It is believed that all three men — wearing black hoodies and black pants — ran up the alley.

A backpack containing a gun was found in the alleyway, DiSanto said.

No one was hurt in the incident, but there could be structural damage to the house, police said. While Duray is still recovering emotionally from the terrifying ordeal, he’s grateful he wasn’t physically harmed.

“That’s life,” Duray said. “I just have to tell God, ‘thank you.’ Because my life was the most important one.”

According to Chief Police Inspector Scott Small, police were called to the 100 block of North Peach Street at about 11:15 p.m. on Wednesday night after a report of gunshots at that location.

Here, he said, responding officers found a 32-year-old man inside a double parked Nissan in the roadway after he had been shot in his neck, chest, torso and arms.

Officers transported the man to a nearby hospital where, Small said, he was listed in critical condition.

According to Small, at the scene, investigators found 23 spent shell casings.

“So, we know at least 23 shots were fired, and it appears that there are at least two separate size calibers on the 23 spent shell casings,” Small said. “So, it appears at least two separate semi-automatic guns were fired.”

Small said that police do not yet have a motive for this incident and have not yet identified any potential shooters.

However, he said, there were surveillance cameras in the area and investigators are reviewing footage.

An investigation, he said, is ongoing.

Officials said that officers found a 41-year-old man who was suffering from burns to his body after he was shot at and set aflame.

He was taken to a nearby hospital where, officials said, he was listed in critical condition.

Police said a 38-year-old man, who police believe shot at the injured man, has been taken into custody along with a 35-year-old woman, who, officials believe, set fire to the victim.

An investigation into this incident, officials said, is ongoing.

Upon arrival, officials said, in a morning update, that the 44-year-old man at the scene had been shot “multiple times throughout his body.”

Officers were called to the Walnut Street just before 1 a.m. on Aug. 6, 2024, for a report of gunshots, Philadelphia Police Capt. Andrew DiSanto said.

“Prior to that call we had two vehicles proceeding westbound on the 5300 block of Walnut Street that encountered each other, a black Cadillac and a burgundy jeep,” DiSanto said.

The driver of the Cadillac came under fire from up to several occupants of the Jeep, DiSanto said.

Both vehicles eventually crashed on the 5500 block of Walnut Street, striking several parked cars, police said.

Police found the Cadillac driver — later identified as 30-year-old Tyree Allen of South 54th Street — dead in the driver’s seat of his crashed car, investigators said.

Officers also found the jeep with an AR-style rifle in the backseat and a 30-round extended magazine in the front seat. A few houses down the block, police found a pistol on the sidewalk.

There was evidence that at least 17 shots were fired, DiSanto said.

However, police said they didn’t find any people in the crashed jeep.

Both vehicles came to a rest against several parked cars, moving those cars several feet.

“They would have had quite a bit of force and speed behind the crash,” DiSanto said.

Walnut Street was closed for about five hours as police searched for clues. Investigators hoped that surveillance video would help them track down the shooters.

Deadly violence is down this year in Philadelphia, but still taking its toll. Entering Wednesday, at least 161 people have been killed in Philadelphia this year, according to police data. That’s down about 37% from the same date last year and the lowest homicide total since 2015.

According to police, officers were called to the 1600 block of North 61st Street in the Overbrook section of West Philadelphia at about 4 a.m. on Wednesday after a 14-year-old girl was hurt when a bullet came through a wall of her bedroom and grazed her shoulder.

The bullet, officials believe, was fired from another bedroom — as a shell casing was found in the home — and it went through a bathroom wall before continuing through the wall of the teen’s bedroom.

According to police, the girl was visiting her aunt’s house at the time and there were about 12 people in the home — ranging from the age of just 10 months to 50 years old — to have a family movie night.

Police investigators said that four family members at the home have been taken in for questioning in the incident.

However, officials also said no gun has yet been recovered in this incident.

An investigation, police officials said, is ongoing.

According to police, the incident happened sometime before 9:10 p.m. on Saturday, July 27, 2024, before Philadelphia Police officials responded to a report of a shooting along the 1200 block of North 41st Street.

At that time, officials said, responding officers found a 26-year-old man who suffered a gunshot wound to the chest. He was taken to a nearby hospital where, officials said, he was hospitalized in critical condition.

On a sidewalk in the area, officials said, they found a 16-year-old boy who had suffered multiple gunshot wounds to the body. He too was taken to a nearby hospital where he was listed in critical condition, as well, officials said.

According to police, both individuals were believed to have been involved in a shootout when the teen — along with another 16-year-old boy — attempted to rob the man.

The victim of the attempted robbery was licensed to carry a firearm, and officials said, he fired his weapon at the teens when the, alleged, attempted robbery unfolded.

The second teen boy, who was with the injured boy during, what police believe, was a robbery attempt, was arrested when he came to the hospital with the wounded teen and wasn’t injured in the incident, officials said.

Two weapons were secured by police and arrests were made, officials said.

An investigation into the incident is ongoing, according to police officials.

On Wednesday, police officials named Amir Jones, 30, as a suspect in the deadly mass shooting that happened at about 2 a.m. on Sunday during a party in the Carroll Park section of West Philadelphia.

Officials believe Jones is from the area where the shooting occurred.

Officials described Jones as wearing a pair of camouflaged shorts and a white tee shirt the last time he was seen.

Earlier this week, police officials charged Tahir Shoatz, 28, who was shot in his shoulders and knee, as one of the offenders believed to have been involved in this incident.

Shoatz has been charged with three counts of murder, five counts of attempted murder and related offenses.

In speaking to members of the press on Wednesday, Deputy Commissioner Frank Vanore said, they expect to charge Jones similarly.

Vanore also said that officials believe Jones was injured in this incident.

“He was one of the six [injured],” Vanore said.

On Tuesday morning, officials identified the three men who died: Akil Jones, 33, who was pronounced at the scene along with his brother, Rashie Jones, 29, and 23-year-old Sakayi Robinson.

“The defendant, who had a scholarship to attend college as a wrestler, decided that he wanted to become a bomb-maker,” said Listenbee. “He wanted to leave America and go to Syria an join a terrorist group. He developed bombs in his home and tested those bombs twelve to twenty times in his back yard and in the woods nearby.”

He is also accused of communicating with Khatiba al-Tawhid wal-Jihad, or KTJ — a global terrorist group that is affiliated with Al-Qaeda.

In detailing how far Abdul-Rahman was willing to go to achieve his goals, Listenbee said that he was ready to throw away everything in order to become a bomb-maker for KTJ.

“He was ready to leave his family, his friends, his school and his wrestling team. He had no intention of going to college in the United States,” said Listenbee.

He had obtained his passport, Listenbee said, and at the time of his arrest, he was found in possession of tactical gear, uniforms, radios, knives, and other military items that he intended to bring to Syria.

Also seized at that time, Listenbee said, were two phones, and on them, he claims officials discovered “frightening searches” including focused searches on the Philadelphia Pride March.

Listenbee said that these searches included the location and schedule of the parade, along with information about making “trashcan bombs” and the locations of trashcans along the route of the parade.

“He was at least considering targeting the LGBT community and the pride parade,” Listenbee said. “That did not happen, but, at least, it was important as far as we were concerned that we acknowledge that that was one of the intense searches that occurred.”

In an interview with law enforcement officials, Listenbee said Abdul-Rahman was upset about homosexuality and how it was “pressed upon children in the United States.”

Along with these searches, Listenbee said officials found searches for nuclear power station locations across the region, army-navy football games and the parade, along with details about Fort Bragg and the Pentagon, as well as 40 other military bases and entities.

Yesterday, Listenbee said a judge ruled that Abdul-Rahman would not be amenable to treatment in the juvenile justice system and he will instead be charged as an adult.

He has been in custody since his arrest last year and his bail has been set at $5 million.

Listenbee said that, at this time, no one else in the home Abdul-Rahman lived in with his family, are alleged to have been a part of — and were likely not aware of — the alleged activities that led to these charges.

He has been charged with weapons of mass destruction, criminal conspiracy, arson and related offenses.

Officials said Abdul-Rahman has not entered a plea.

During an event on Wednesday morning, First Assistant District Attorney Robert Listenbee said Muhyyee-ud-din Abdul-Rahman, 18, of West Philadelphia, not only had bomb-making materials, that were found in the trash at his home, he had tested bombs in the woods behind his home and had likely considered an attack on Philly’s LGBTQ community.

Back in August of last year, Abdul-Rahman was arrested and charged in an ongoing terrorism investigation following an FBI raid at a home along Woodbine Avenue.

The crash happened at the intersection of South 57th and Larchwood streets around 6:10 a.m. on July 22, 2024, Philadelphia police accident investigators said.

The police officer had the lights and sirens activated while responding to a call when the SUV collided with the car at the intersection, investigators said.

The force of the wreck caused the SUV to come to a stop on the sidewalk.

An ambulance arrived on the scene. Two people in the car didn’t appear to be seriously hurt, but at least the passenger was taken to to the hospital for evaluation, police said.

The officer wasn’t hurt, investigators said.

No further details were given about the wreck.

At least three people are dead and another six injured after a mass shooting at a block party in West Philadelphia early Sunday.

According to police, the incident happened during a party where about 100 to 150 people were in attendance, near the intersection of Alden Street and Girard Avenue in West Philadelphia at about 2 a.m.

In speaking to NBC10 at the scene of the incident, Philadelphia Police Inspector D.F. Pace said that all of the individuals who were killed were adult men.

Of those victims, a 33-year-old man was pronounced at the scene and a 23-year-old man, who was shot in the leg and stomach, was pronounced after being taken to a nearby hospital, Pace said.

The individual who was pronounced at the scene at about 2:12 a.m., according to Pace, was shot from “very close range,” and was likely targeted.

At about 9:20 a.m., police officials provided an update, saying that the third victim to die as a result of this incident was a 29-year-old man who was shot in the stomach. He was pronounced at about 3:08 a.m., officials said.

Other victims, police said, included:

  • A 28-year-old man who was shot in the foot
  • A 28-year-old man who was shot in the thigh
  • A 26-year-old woman who was shot in the buttock
  • A 27-year-old man who was shot in the leg and suffered a graze wound to the head
  • A 28-year-old man who was shot in both shoulders and in his knee
  • And, finally, a 30-year-old man who was shot twice in his left thigh

All of these additional victims, officials said, were listed in stable condition as of 9:30 a.m. on Sunday morning.

Earlier in the day, police officials said 10 people were shot in this incident, however in a morning update, investigators changed that number to nine people.

Pace said the crime scene spread out for about a half a block and investigators found about 25 to 30 shell casings in the area.

Police officials said their preliminary information indicated “an exchange of gunfire between multiple parties” and shell casings of more than one caliber were recovered.

“It’s appears that there were multiple shooters. It’s unclear at this time how many,” said Pace.

Pace said investigators are still looking for surveillance footage to learn how this incident unfolded and, so far no arrests have been made and no suspects have been identified.

“It’s still very early in the investigation and there are a lot of unanswered questions,” said Pace.

However, he said, officers have recovered a firearm at the scene and an investigation is ongoing.

“We need to stop with the barbaric behavior and the ignorance. Just sheer ignorance. Just total neglect for human life,” Pastor Carl Day said.

Day has been working for more than a decade to curb gun violence in Philadelphia. He plans to hold a meeting later in the week with other activist to discuss ways they can help reduce the violence.

“If you have issues with people there’s better ways to handle your problems. Don’t throw your life away but also take the lives of other people and impact people,” Day said.

Entering Monday, at least 147 people were killed in Philadelphia in 2024, according to police data. That’s down 37% from the same time last year and the lowest year-to-date homicide total since 2016.

The woman was shot in the shoulder and, police said, she has been listed in stable condition, however, the man was struck in the neck and is listed in critical condition.

As of about 7:30 a.m., police had not provided further information on any of the individuals involved in this incident.

Also, law enforcement officials said no arrests have yet been made and no weapon has been recovered.

Police have not announced any arrests in this incident and have not yet provided any information on what may have led to this shooting or details on the individuals who may be responsible for the incident.

Police rushed the teen to a nearby hospital where the boy was being treated in stable condition, Ganard said.

The shooting played out over two scenes off the 5700 block of Media Street, Ganard said. Investigators found evidence that at least four shots were fired from a 9mm gun at North 57th and Media streets and that another eight shots were fired from a 9mm gun at North Alden Street.

Police then found a firearm with an extended magazine in a nearby alley, Ganard said. Investigators were trying to figure out who that gun belonged to.

According to police, officers responded to the intersection of North 51st and Market streets, near Major League Cuts barber shop, at about 11:20 p.m. on Sunday, to find a man who had been shot multiple times.

The victim in this incident, who had injuries to his head and torso officials said, was pronounced at about 11:29 p.m. after he was taken to a nearby hospital.

According to police, investigators believe that the occupants of a dark-colored, possibly black SUV, drove by and shot the victim.

Police have not yet provided further information on the individual who was killed in this incident, however they have said an investigation is ongoing.

Then, about an hour later, at 12:30 a.m., on Monday morning, two teens — a 19-year-olf and a 16-year-old — were hurt in a shooting that happened along N. 35th Street and Indiana Avenue, officials said.

In this incident, the 19-year-old was shot in the neck and the 16-year-old was shot in the buttocks, according to police.

Officials said both teens have been hospitalized and were listed in stable condition.

This incident, too, remains under investigation, police said.

No arrests have yet been announced in either shooting incident.

As of Monday morning, according to police statistics, so far there have been 115 murders in Philadelphia since the start of the year. That’s down nearly 40% over last year at this same date.

According to police, around 10:48 p.m., that evening, four gunmen jumped out of that vehicle — a dark grey 2018 Mercedes S560 with dark tinted windows, and silver trim lines along the lower portion of the driver and passenger side doors — and ambushed Quaadir Cheeks, 22, of West Philadelphia, as he walked past a Chinese restaurant on Baltimore Avenue.

The gunmen fired several times, striking Cheeks multiple times throughout his body, officials said.

Law enforcement officials said Cheeks succumbed to injuries he sustained in this incident at about 11:18 p.m. that evening.

Additional security procedures during graduation capped off a year at the school that saw a weeks-long pro-Palestinian encampment take over parts of the school’s campus along with the resignations of both former school president Liz Magill and former chair of the Board of Trustees, Scott Bok, amid widespread criticism of the handling of reported antisemitism on campus.

On Monday, as the sun rose across the school’s campus, airport-style metal detectors and lines of fencing gleamed in the morning sun as it sat Franklin Field in preparation for the day’s graduation event.

Around 6,000 graduates attended the day’s ceremony.

In a letter to students and families, school officials said, in addition to the added security screening protocols, no bags other than “small wallets and clutch-style purses” will be allowed in Franklin Field. Also, officials with the school said, no noisemakers, signs, posters, flags or golf-umbrellas, will be permitted at the event.

And, all students showed ID in order to be permitted access to the field.

Siddhartha Mukherjee, a renowned physician, researcher, and best-selling author, was this year’s commencement speaker.

According to police, before 11 p.m. on Saturday, officers responded to the 5400 block of Baltimore Avenue where they found a 22-year-old man who was has been shot multiple times just outside Panda Chinese restaurant.

Law enforcement officials said the man was taken to a nearby hospital where he was pronounced at about 11:18 p.m.

On Monday morning, law enforcement officials identified the victim as Quaadir Cheeks, 22, of West Philadelphia.

According to police, investigators believe that there may have been four armed gunmen involved in this shooting.

Officials said that investigators believe four men — all described as wearing black hooded sweatshirts at the time of the incident — fled the scene of the shooting in a dark-colored sedan with heavily tinted windows.

An investigation into the shooting, officials said, is ongoing.

As reported by NBC10 newsgathering partner, KYW Newsradio, Makie Jones, 16, has pleaded guilty to third-degree murder, gun offenses and related charges in Fletcher’s death.

On Thursday, a representative with the Philadelphia District Attorney’s Office told NBC10 that Jones has been charged as an adult.

His defense team had filed a motion for decertification to bring the case back to juvenile court but, the DA’s office said this effort was denied.

Fletcher died after she was was caught in the crossfire at the Mill Creek Playground, located along the 5100 block of Parrish Street in West Philadelphia’s Mill Creek section, when Jones began shooting at a group who then returned fire, officials have said.

Investigators found 12 bullet casings at the scene.

Fletcher worked as a pool maintenance attendant and, officials said in the past that she had agreed to stay beyond the summer to work at the rec center located less than two blocks from where the mother of three lived with her family.

According to Philadelphia Police Inspector D. F. Pace, officer responded to a home along the 5500 block of Summer Place to find a 33-year-old man on the third floor of a home after he had been shot several times.

The man, Pace said, was transported to a nearby hospital where he was listed in “extremely critical” condition.

“He’s fighting for his life,” Pace told NBC10.

The crime scene, Pace said, included the third floor bedroom and a hallway.

However, there have been no arrests yet made and no weapon has been recovered, according to police.

Pace said a woman was at the property when police arrived, but they don’t know if she had any connection to the shooting.

An investigation into this incident, Pace said, is ongoing.

According to police, patrolling officers heard shots and responded to the scene on the 5000 block of Spruce St. just before midnight.

Police said upon arrival, officers found a 15-year-old boy suffering from a gunshot wound to the leg and transported him to the hospital, where he is now in stable condition.

At the scene, officers saw several people running away and were able to catch two of them, police said. Both suspects, believed to be teenagers, are now in custody.

Police said they are looking for at least two more suspects who were seen running from the area.

More than a dozen shots were fired during the incident, indicating the 15-year-old boy may have been chased down before he was hit, police said.

Additionally, two handguns had been recovered from the scene, according to police.

There is no indication yet what may have sparked the shooting.

Shortly after, the officer, police officials said, found a group of four dogs attacking a 53-year-old man near the intersection of Fairmount Avenue and Union Street.

At that time, police officials said, the officer attempted to use his siren to distract the dogs, but the attack continued. After that failed, the officer exited his vehicle, pulled out his weapon and fired at the group of dogs several times, killing a Cane Corso dog in the pack.

Video of the incident has been making rounds online.

The video contains graphic imagery that may not be suitable for some viewers.

Police officials said the video is part of their ongoing investigation.

The remaining dogs fled the scene, officials said.

The man suffered bite wounds all over his body and was taken to a nearby hospital where, police said, he was last listed in stable condition.

The officer involved wasn’t hurt and, officials said, their body-worn camera was not turned on during this incident.

Also, officials did not name the officer involved in this incident, but did say that they have been placed on administrative leave as an investigation into this incident is ongoing.

“The defendant, who had a scholarship to attend college as a wrestler, decided that he wanted to become a bomb-maker,” said Listenbee. “He wanted to leave America and go to Syria an join a terrorist group. He developed bombs in his home and tested those bombs twelve to twenty times in his back yard and in the woods nearby.”

He is also accused of communicating with Khatiba al-Tawhid wal-Jihad, or KTJ — a global terrorist group that is affiliated with Al-Qaeda.

In detailing how far Abdul-Rahman was willing to go to achieve his goals, Listenbee said that he was ready to throw away everything in order to become a bomb-maker for KTJ.

“He was ready to leave his family, his friends, his school and his wrestling team. He had no intention of going to college in the United States,” said Listenbee.

He had obtained his passport, Listenbee said, and at the time of his arrest, he was found in possession of tactical gear, uniforms, radios, knives, and other military items that he intended to bring to Syria.

Also seized at that time, Listenbee said, were two phones, and on them, he claims officials discovered “frightening searches” including focused searches on the Philadelphia Pride March.

Listenbee said that these searches included the location and schedule of the parade, along with information about making “trashcan bombs” and the locations of trashcans along the route of the parade.

“He was at least considering targeting the LGBT community and the pride parade,” Listenbee said. “That did not happen, but, at least, it was important as far as we were concerned that we acknowledge that that was one of the intense searches that occurred.”

In an interview with law enforcement officials, Listenbee said Abdul-Rahman was upset about homosexuality and how it was “pressed upon children in the United States.”

“We have clearly communicated to the protestors in the encampment that they are in violation of the University’s policies and are checking IDs in accordance with Penn’s Open Expression Guidelines,” a UPenn spokesperson said in a statement on Tuesday.

“We have opened several student disciplinary cases through the Center for Community Standards, and they are currently proceeding in accordance with our process. Any faculty and staff violations will follow the relevant disciplinary processes. These actions, while unfortunate, are necessary.”

As university staff asked protesters for student IDs, students refused to provide identification and covered their faces.

Tuesday, April 30, marks the sixth day of protests after 200 pro-Palestinian demonstrators marched through Center City in Philadelphia last Thursday before settling at the University of Pennsylvania to set up an encampment in front of College Hall.

The protest was one of many that occurred at college campuses across the country that unfolded last week as many called for a cease-fire in Gaza amid the Israel-Hamas War.

The protesters, which include students from UPenn but also Drexel and Temple universities, have also called on their schools to divest from all financial support of Israel.

Divestment usually refers to selling shares in companies doing business with a given country. Divestment has long been a goal of a movement that seeks to limit what it considers hostile operations by Israel and an end to expanding what the United Nations has ruled are illegal settlements in Palestinian territory.

Now, college protesters are hoping to force their universities to divest to put financial pressure on companies doing business in Israel to meet those two objectives.

The University of Pennsylvania interim President J. Larry Jameson initially called late Friday for an encampment of protesters on the University City campus to be disbanded, saying it violated the university’s facilities policies.

The “harassing and intimidating comments and actions” by some protesters violate the school’s open expression guidelines as well as state and federal law, Jameson said. He also accused some of the protesters of vandalizing a statue with antisemitic graffiti, which he called “especially reprehensible” while stating it would be “investigated as a hate crime.”

Protesters who spoke with NBC10 claim that the person responsible for the graffiti was not a part of their encampment.

“I am deeply saddened and troubled that our many efforts to respectfully engage in discourse, support open expression, and create a community that is free of hate and inclusive for everyone have been ignored by those who choose to disrupt and intimidate,” he said.

In that statement, Jameson said the failure to disband the encampment and to adhere to UPenn’s policies would result in sanctions consistent with their due process procedures as they apply to students, faculty and staff.

The university’s chapter of the American Association of University Professors responded by urging the administration not to “escalate the situation” or “violate the rights of students and faculty.”

“We’re not leaving. So far there has not been any police intervention, though that is never not a possibility,” a student protester who didn’t give his name said.

UPenn has also put-up signs warning students that they’re trespassing. Legal experts told NBC10 that this puts protesters at risk of potentially being arrested.

“I think arrest is always a risk that anybody who’s expressing political beliefs has to take,” Emma Herndon, a student protester said. “We are prepared in any scenario.”

There have not yet been any reports of arrests as of Tuesday.

However, at New York’s Columbia University, last week, more than 100 demonstrators were arrested following a similar demonstration.

The University City District has unveiled plans to build a waterfront park along the western bank of the Schuylkill River near Philadelphia’s 30th Street Station.

The proposed project, known as the West Philadelphia Waterfront, would feature a two-deck public space built above the Schuylkill River. It would include a public pool, natural beach and covered entertainment venue.

“The time is right for a bold vision to further enhance our connection to the Schuylkill River,” UCD President Matt Bergheiser said in a news release. “UCD made a down payment on public space in the area with The Porch at 30th Street in 2011, and our partners who have developed Schuylkill Yards and Schuylkill Banks have added their own special and highly impactful public spaces.”

The upper deck of the proposed structure will feature planted promenade, street access to food trucks and rideshares and amazing views of the city.

Then, on the lower deck, you will find the public pool, a natural beach, and a covered entertainment venue.

University City District said the project will “play a pivotal role in promoting equity and resiliency in public space. It will become a place where young and old Philadelphians can connect with water activities, including swim classes, lifeguard trainings and public swim competitions.”

One of the 17-year-olds was critically hurt in the shooting around 10:30 p.m. along North Redfield Street, near Arch Street.

The other boy — despite being shot in the shoulder — managed to flag down a police officer, Philadelphia Police Chief Inspector Scott Small said.

Officers rushed that boy to a nearby hospital and then went to the street where they found the other teen with a gunshot wound to his chest, Small said. The second boy was hospitalized in critical condition.

On the 100 block of North Redfield Street, police found evidence that at least 40 shots had been fired from at least two semi-automatic guns — one a rifle, the other a handgun, Small said.

Besides the teens, bullets also struck three parked cars and one went into a second-floor window, striking the wall of a room where a woman was sleeping, Small said.

Investigators hoped that numerous surveillance cameras along the block would help them track down the shooters, Small said.

Responding police officers found a 28-year-old woman bleeding from gunshot wounds to her chest and arm, investigators said.

The officers rushed the woman to a nearby hospital where she was being treated in critical condition, police said.

The shooter ran off before officers arrived, police said.

Investigators believe that the woman knows the person who shot her. However, police said that “despite intensive efforts, no arrests have been made, and the weapon used in the incident has not been recovered.”

The investigation continued and police asked anyone with information to contact police.

“In Philly, you have to pick your poison,” said Washington, 19, noting that growing up in West Philadelphia, one of the most crime-plagued parts of the city, has left him in a constant state of “paranoia.” Ski masks, he said, are a form of protection from being wrongly identified for a crime by police or retaliation from people looking to settle a neighborhood vendetta. 

Washington said he has lost several friends to gun violence and had run-ins with police that easily could have escalated, and he refuses to be yet another statistic.

“You have to either walk around and protect yourself or walk around and be a victim,” said Washington, who is Black.

That’s why when the Philadelphia City Council cited crime as the reason for a ban on ski masks or balaclavas in public spaces late last year, many criminal justice advocates and young people like Washington objected to the new regulation.

Now, nearly four months after the contentious ban became law, police officers have yet to put together a comprehensive plan to enforce it, according to local officials. The lack of clarity about the new regulation, which advocates argue is supposed to reduce violence, has only worsened division over the ban, critics say.

“At some point we have to make bold decisions,” said council member Anthony Phillips, who first proposed the ban in June, adding that something needed to be done to address what he considers unchecked lawlessness in the city.

Phillips’ original bill noted at least three incidents in Philadelphia since 2021 in which gunmen wearing ski masks shot and killed people, including 15-year-old Devin Weedon, who was on his way to school in May when he was fatally shot during a fight with three people. No one has been arrested or charged in the killing. The new law says people can be fined up to $250 for wearing ski masks in prohibited locations and $2,000 if masks are worn while committing crimes.

“This bill was created because we can’t just have no face, no trace,” Phillips said.

Phillips, however, was unable to provide NBC News with data to show how the ban would reduce crime, and he had no polling to support the ban’s popularity in the city. He said the new police chief has been instructed to prioritize community policing efforts before anything else.

“We still have some work to do,” Phillips acknowledged.

Philadelphia police declined to answer questions about the ban’s enforcement, instead referring to their previous statements at a City Council hearing Nov. 14, when Deputy Commissioner Francis Healy said the police department “fully supports the intent and rationale behind this ordinance,” adding, “The enforcement can be complicated.”

‘A ski mask doesn’t equal crime’

Legal experts question the constitutionality of the law altogether, raising concerns around due process and selective enforcement under the 14th Amendment.

Solomon F. Worlds, an attorney for the American Civil Liberties Union of Pennsylvania, called the ban a “dog whistle” used to stoke fear.

“A ski mask doesn’t equal crime,” Worlds said. “A store owner might feel safer, but they won’t be safer.”

Worlds said officers have yet to enforce the ban because it opens the police department to potential litigation that could further implicate it in an ongoing lawsuit dating to 2010. In Bailey v. City of Philadelphia, a federal class action lawsuit, the ACLU sued the city on behalf of eight Black and Latino men, alleging a pattern of stopping and frisking thousands of people without legal justification and of systemic racial bias in the city’s execution of the practice. The policing tactic, dating to 1968, was statistically unsuccessful in reducing crime and uncovering weapons in major cities across the country. Data later revealed that young Black and Latino men were overwhelmingly targeted.

In 2020, the city of Philadelphia admitted the practice was a driver of racial disparities and “systemic racial bias,” according to court documents.

A growing number of businesses in Philadelphia, the country’s sixth-largest city, have signs on their glass doors that read “No ski masks allowed” or decals with an “X” through an image of a ski mask. Residents and business owners who support the law say the ban makes them feel safer by removing the threat of any facial disguise that makes them uneasy.

Critics of the ban, however, balk at the notion that it will do anything to reduce crime in the city. Teenagers and young people who wear ski masks say they wear them for a host of reasons — from protection against the cold to fashion to, in most extreme cases, survival.

Jared Cooper, 24, a Philadelphia resident, says he regularly wears a ski mask to protect his face from the wind as he skateboards or simply to be in his own world. He called the ban “a joke.”

“It’s just put in place to make people feel like they’re doing something so that they can neglect the responsibility they need to take in order to actually change Philadelphia,” said Cooper, who is a youth advocate for the nonprofit Youth Art & Self-empowerment Project, which fights to end youth incarceration. 

Washington was one of several teens who spoke out against the ban at a hearing in November, saying it was important to have a voice in the conversation that, he felt, was being left out. He cautions against drawing a direct correlation between ski masks and crime. 

“Not everybody that’s wearing a ski mask is out to put [someone] in danger,” he said. “The person wearing a ski mask might be in danger, so that’s why they’re wearing the ski mask. You don’t want to be seen in certain areas or do you want to be seen by certain people.

“Would you rather them carry around ski masks or would you rather them carry around a firearm?” he added.

spate of deadly, high-profile shootings last month had the city on edge, but overall, violent crime in Philadelphia last year was down across the board compared to the previous year, while property crime increased significantly, according to city data. And so far in 2024, there had been 70 homicides through Monday, a 34% decrease over last year. (Not all homicides are crimes.)

Cara McClellan, director of the Advocacy for Racial and Civil Justice Clinic and a practice associate professor of law at the University of Pennsylvania Carey Law School, called the ban a “distraction” that criminalizes behavior in lieu of reducing violence through a research-based approach.

More than a dozen states have their own versions of ski mask bans, according to the Free Speech Center, a nonpartisan educational center at Middle Tennessee State University devoted to building understanding of the First Amendment. However, any evidence that banning ski masks reduces crime remains elusive.

Philadelphia at-large council member Kendra Brooks, one of just two members of the City Council to vote against the ban, said the law has too many “what-ifs” left up to the discretion of police that could do more harm to a community than protect it.

“I come from the stop-and-frisk generation, and I’m still traumatized by it,” Brooks said, saying the ban seems to prioritize one group’s safety over another’s.

“We’re creating a situation where a subset of folks feel safer and another subset of folks are pushed into unsafe situations in fear,” she said. “Whose fear is more important?”

Council member Jamie Gauthier said she was initially going to vote in favor of the ban until she heard teens speak out against it.

“I could not reconcile hearing young people who are like my son talking about how this ban would make this a harsher city for them,” she said. “We need police to focus on the most productive activities, not criminalizing people for their fashion choices.”

According to police, the grim discovery was made when Community Life Improvement Program workers, who were cleaning along the 600 block of North 38th Street in West Philadelphia’s Mantua neighborhood, opened up a duffel bag that they found.

Inside, officials said, the workers found the unidentified remains of a child believed to have been between the ages of two and four years old.

A law enforcement official told NBC10 that police secured the location at about 10:15 a.m. and that the remains were “in the poor state of decomposition” and were likely in that bag for some time.

Police are still working to identify the remains and have not yet determined how the child may have died.

Neighbors were shaken up by the news of the discovery.

“That makes no sense like no child deserves that,” said Ariel Williams, who was driving by the scene when she saw a sanitation worker distraught and stopped to ask what was going on.

It’s a tragedy unfamiliar to this neighborhood.

“It’s sad. You know how people say stuff like this doesn’t happen in their neighborhood but stuff like this does not happen. We’ve never had something like this happen in this area,” Yvette Patrick, a neighbor said. “It’s sad like my condolences to the child.”

Officials said an investigation is ongoing.

“I just pray they find out who he is, where he belongs to and can bury him properly,” Patrick said.

During an event on Wednesday morning, First Assistant District Attorney Robert Listenbee said Muhyyee-ud-din Abdul-Rahman, 18, of West Philadelphia, not only had bomb-making materials, that were found in the trash at his home, he had tested bombs in the woods behind his home and had likely considered an attack on Philly’s LGBTQ community.

Back in August of last year, Abdul-Rahman was arrested and charged in an ongoing terrorism investigation following an FBI raid at a home along Woodbine Avenue.

But, on Wednesday, Listenbee said, Abdul-Rahman had not only made bombs, but he had considered placing bombs in trashcans along the route of last year’s Philadelphia Pride March and intended to move to Syria in the hopes of becoming a bomb-maker for a terrorist group.

“The defendant, who had a scholarship to attend college as a wrestler, decided that he wanted to become a bomb-maker,” said Listenbee. “He wanted to leave America and go to Syria an join a terrorist group. He developed bombs in his home and tested those bombs twelve to twenty times in his back yard and in the woods nearby.”

He is also accused of communicating with Khatiba al-Tawhid wal-Jihad, or KTJ — a global terrorist group that is affiliated with Al-Qaeda.

In detailing how far Abdul-Rahman was willing to go to achieve his goals, Listenbee said that he was ready to throw away everything in order to become a bomb-maker for KTJ.

“He was ready to leave his family, his friends, his school and his wrestling team. He had no intention of going to college in the United States,” said Listenbee.

He had obtained his passport, Listenbee said, and at the time of his arrest, he was found in possession of tactical gear, uniforms, radios, knives, and other military items that he intended to bring to Syria.

Also seized at that time, Listenbee said, were two phones, and on them, he claims officials discovered “frightening searches” including focused searches on the Philadelphia Pride March.

Listenbee said that these searches included the location and schedule of the parade, along with information about making “trashcan bombs” and the locations of trashcans along the route of the parade.

“He was at least considering targeting the LGBT community and the pride parade,” Listenbee said. “That did not happen, but, at least, it was important as far as we were concerned that we acknowledge that that was one of the intense searches that occurred.”

In an interview with law enforcement officials, Listenbee said Abdul-Rahman was upset about homosexuality and how it was “pressed upon children in the United States.”

Along with these searches, Listenbee said officials found searches for nuclear power station locations across the region, army-navy football games and the parade, along with details about Fort Bragg and the Pentagon, as well as 40 other military bases and entities.

Yesterday, Listenbee said a judge ruled that Abdul-Rahman would not be amenable to treatment in the juvenile justice system and he will instead be charged as an adult.

He has been in custody since his arrest last year and his bail has been set at $5 million.

Listenbee said that, at this time, no one else in the home Abdul-Rahman lived in with his family, are alleged to have been a part of — and were likely not aware of — the alleged activities that led to these charges.

He has been charged with weapons of mass destruction, criminal conspiracy, arson and related offenses.

Officials said Abdul-Rahman has not entered a plea.

NBC10 reached out to his family to see if he had an attorney but was unable to reach them for comment.

According to police, the incidents happened on Jan. 9, with the first fire set at about 2:23 a.m., when two men are believed to have attempted to burn down the Cairy Fashion Dominican Salon along the 4100 block of Lancaster Avenue.

Newly released video is said to show the pair on the night of the incident.

However, according to police, that fire went out on its own.

Then, at about 2:57 a.m., officials claim, both suspects then returned to the business to again start a fire. This time, police said, the fire was extinguished shortly afterwards by fire department personnel.

Police described the first suspect as a man who wore a dark (possibly NY Yankees) baseball cap, zippered jacket or sweatshirt with unidentified logos on the chest and sleeves, and a shirt with an unidentified face and writing on it on the night of the incident.

The other individual, officials said, was a man who wore a darker colored hoodie with unidentified writing on the chest, on the evening this incident occourred.

Also, officials noted, the pair can be seen alternatively wearing a red bandana that they seemingly shared.

According to police, the men are believe to have fled the area in a light colored Honda CRV with a possible missing or replaced aftermarket un-painted black fuel filler door.

According to Philadelphia Police Chief Inspector Scott Small the shooting happened on the second floor of the Half Moon Lounge along the 4200 block of Lancaster Avenue in West Philadelphia at about 2:47 a.m.

At that time, he said, officers responding to a report of a shooting at that location were led upstairs to find a 44-year-old man who has been shot several times in his back and abdomen.

The man, Small said, was going “in and out of consciousness” when officers arrived and they took him to a nearby hospital where he was pronounced at about 3:30 a.m.

As officers investigated the scene, Small said, they were alerted to a gunshot victim outside, a few blocks away along the 4100 block of Haverford Avenue, who had been shot in the hand.

He said this individual, a 37-year-old man, was taken to a nearby hospital where he was placed in stable condition. An update from police officials on Thursday morning noted that this man is considered a suspect in this incident.

Finally, officials said, a 44-year-old woman was also injured in this shooting. She was listed to be in stable condition at a nearby hospital, officials said.

According to Small, officials believe the incident happened as a result of an altercation while there were about 30 people on the second floor of the bar.

“We know at least 4 shots were fired, we found four spent shell casings on the second floor and it appears there may have been some sort of disturbance or fight,” Small told NBC10.

He said that there were beer bottles scattered and furniture turned overturned all across the scene of the shooting.

Finally, Small said that there were multiple surveillance cameras all throughout the bar that, he hopes, will assist officers in their investigation.

No arrests have yet been made, but officials said, an investigation is ongoing.

A $2500 reward is being offered for information leading to the arrest of a possibly armed and dangerous car theft suspect who escaped from a hospital while handcuffed and then escaped from US Marshals a day later by jumping down a 30-foot embankment, officials said.

During a Wednesday afternoon press conference, US Marshals Fugitive Task Force Supervisory Deputy Robert Clark revealed a detailed timeline of how 29-year-old Alleem Borden escaped.

Running away in handcuffs

On Sunday, Feb. 25, Borden was arrested by Philadelphia police in connection to an incident that occurred on Thursday, Feb. 22.

Philadelphia Police Deputy Commissioner for Investigations Frank Vanore said a delivery driver’s car was stolen on Thursday. Borden was arrested on Sunday after he was found, allegedly, sleeping in the vehicle when it was recovered on the 1100 block of Frankford Avenue in Philadelphia’s Fishtown neighborhood.

On Feb. 26, at 4:40 a.m., Borden was taken to Temple University Hospital’s Episcopal Campus on the 100 block of E. Lehigh Avenue after complaining of pain, Clark said.

As he was being discharged at 6:42 a.m. that morning, Borden fled from officers while still in handcuffs, investigators said.

Surveillance footage captured Borden running from the hospital and entering a gas station.

Vanore said Borden was wearing the same blue plaid shirt seen in his mugshot at the time of his escape. You see that shirt in both the photo shared by police and the video that shows him moments after the escape.

At 6:58 a.m. that morning, Borden was captured on surveillance video walking onto the 2700 block of Hope Street and entering a home, Clark said.

At 7:11 a.m., Borden exited the same home while still in handcuffs, according to officials. He then entered a gold Hyundai that was driven off the block, Clark said.

A warrant was then obtained that night by the Philadelphia Police Department’s East Detective Division charging Borden with escape.

Jumping down 30-foot embankment

On the morning of Feb. 27, the US Marshals Fugitive Task Force was delegated the escape warrant. After a review of Borden’s criminal history and a review of all the existing evidence, investigators determined Borden often frequented the area of the 5300 block of West Columbia Avenue.

At 3:15 p.m. that afternoon, about 10 US Marshals approached a home on Columbia Avenue, knocked and announced their presence. That’s when a man — later identified as Borden — immediately ran out of the home and jumped down a 30-foot embankment onto SEPTA train tracks below, according to Clark. He then ran north on the tracks and investigators were unable to catch him, officials said.

Clark said it was raining hard at the time of the incident.

“Raining hard. Cloud cover. And the embankment that he jumped down, we had investigators there, but it wasn’t worth there safety to jump down that embankment,” Clark said. “He’s a desperate man so I clearly see why he tried to escape and jump down to the train tracks but it just wasn’t worth the safety of any of my officers to take that jump and try to pursue him.”

The incident was the last confirmed sighting of Borden, according to Clark.

“Possibly armed, dangerous and undoubtedly desperate”

Clark said Borden’s criminal record shows a history of fleeing and eluding police. Investigators also believe Borden has access to firearms, may have mental health issues and is a known drug user.

“Due to these factors we are considering Borden possibly armed, dangerous and undoubtedly desperate,” Clark said.

Clark said part of Borden’s criminal history suggested that he’s had access to weapons in the past.

“So we just want to make it as safe as we can for all our officers, any unsuspecting officer who tries to arrest him, don’t just think that this is a drug addict walking the streets,” Clark said. “He has history of fleeing, eluding. He’s been arrested for escape before. He has aggravated escape in his history. And he should be treated with the utmost caution.”

Clark said investigators found the gold Hyundai that was used to transport Borden. They also said they believe associates of Borden were inside the home on Hope Street but at this point they don’t expect to charge any of those people.

Clark also said they plan on releasing the surveillance video showing Borden leaving the home while in handcuffs.

Online court records do not name a specific public defender who could comment on Borden’s escape.

Borden has had several previous run-ins with the law, including a guilty plea to resisting arrest and flight to avoid apprehension in 2020, according to online court records.

Police urged anyone who spots Borden not to approach him, but to call 911 or 215-686-TIPS or 1-866-865-8477 (TIPS).

According to Philadelphia Police Chief Inspector Scott Small, officers walking in the area heard gunshots near 59th and Market streets at about 9:24 p.m.

Once they responded to the scene, he said, the officers found a 14-year-old boy at the 5900 block of Redfield Street, after he had been shot in the leg.

The boy — who’s home is just about a block from the scene of the shooting — was taken to a nearby hospital where, Small said, he was placed in stable condition.

At the same time, according to Small, officers located two 15-year-old boys who were seen running from the scene.

Philadelphia police officers, Small said, apprehended these boys — who matched descriptions of the individuals responsible for the shooting — near the intersection of 57th and Chestnut streets after a short foot chase.

One of the boys was in possession of a gun at the time of the arrests, Small said.

Small said that investigators found eight spent shell casings at the scene of the shooting.

The chief inspector said that there were a number of cameras in the area that may have captured the incident and investigators are reviewing the footage at this time.

An investigation, he said, is ongoing.

According to police, officers were dispatched to the 1800 block of N. 53rd Street at about 1:04 p.m., to find a man who had suffered a gunshot wound to his head.

The man — who police have not yet provided identifying information on — was taken to a nearby hospital where, officials said, he was pronounced at about 1:21 p.m.

A weapon has been recovered in this incident, but law enforcement officials said, no arrests have yet been made.

An investigation into this incident is ongoing, police said.

An explosive blew up inside a unit at the apartment at 45th and Larchwood streets around 12:45 a.m., police investigators on the scene confirmed.

A man suffered a severe hand injury and was hospitalized, police said.

Before daybreak Monday, members of the Philadelphia Police Bomb Squad and ATF could be seen going into and out of the building. One ATF agent could be seen holding a bag as he walked out.

Philadelphia police referred the AP’s further questions on the matter to the ATF. Alan Gilmore, an ATF spokesman, confirmed the agency respond to assist Philadelphia police, but declined to provide any further detail on the explosion or the reports of injury, citing the “active, ongoing investigation.”

According to police, on Monday morning, officers with the Philadelphia Police Department’s Fugitive Task Force apprehended a 16-year-old boy who had been sought in the Jan. 29 slaying of Nafiese McClain, 19.

McClain was killed, officials said, in an incident that happened at about 1:37 p.m. on Jan. 29, after he “brushed past” two teens and approached a third in the back of a food market on the 5400 block of Master Street in West Philadelphia.

Officials said, McClain then began to punch the male at the back of the store when one of the teenagers that McClain had brushed by — and the one that has been arrested — allegedly, pulled a handgun from the waist of his pants and fired twice at McClain, striking him multiple times before the shooter fled the scene.

McClain was taken to a nearby hospital where he was pronounced at about 2:07 p.m., that day.

NBC10 is not naming the teen arrested in this incident.

As of Monday afternoon, officials with the District Attorney’s Office did not immediately respond when asked what charges the teen may face following this shooting.

According to police, officers were contacted by hospital representatives at about 11:30 p.m. on Saturday night after a 29-year-old was dropped off there after being shot in his left side.

The victim, police said, succumbed to his injuries at the hospital at about 12:12 a.m.

An investigation into the incident, officials said, linked the man to an incident that happened that evening on the 800 block of S. Cecil Street.

Homicide investigators are looking for more information on this incident.

Police said that at about 9:27 a.m. the man was exiting a train at 52nd Street Station, along the 5100 block of Market Street when he was shot “multiple times.”

According to police, the victim and the suspected gunman appeared to have been in a confrontation on a westbound train prior to the incident.

Then, when the victim exited the train, the gunman fired his weapon several times, striking the victim in the back, officials said.

The victim, who police have not provided identifying information on, was taken to a nearby hospital where he was listed in critical but stable condition, officials said.

No weapon has yet been found and no arrest has been made, but police officials said an investigation is ongoing.
